Τον Νοέμβριο του 2009 και σύμφωνα με το wikileaks :Ο  κ. Βενιζέλος σε συζήτηση που είχε με τον  Αμερικανό πρέσβη Σπέκχαρντ, σχολίασε θετικά τα Μέτρα Οικοδόμησης Εμπιστοσύνης (ΜΟΕ) σε γενικές γραμμές.Αλλά σημείωσε ότι το πρόβλημα ήταν η εφαρμογή τους. Υποστήριξε την επανεξέταση παρελθόντων μέτρων, όπως η αναστολή των υπερπτήσεων κατά τη διάρκεια του καλοκαιριού, και τις θρησκευτικές αργίες.Σε απάντηση στην πρόταση του Πρέσβη της να σταματήσει τον χαρακτηρισμό των  τουρκικών πτήσεων ως εχθρικών (Hostile), δήλωσε ότι θα μπορούσε να γίνει αυτό, μόνο σε σχέση με την επίλυση του “προβλήματος CAOC ” και ζήτησε τη βοήθεια των ΗΠΑ.Υ.ΓCAOC= Combined Air Operations Center (Κέντρα Αεροπορικών Επιχειρήσεων).Στην περίπτωση εδώ η συζήτηση αφορά στο CAOC Λάρισας.Τώρα τι σχέση έχει το αν και ποιο CAOC θα κλείσει, με το πως θα χαρακτηρίζονται τα αεροσκάφη που πετάνε πάνω απ το Αιγαίο, χωρίς χέδια πτήσης, είναι ένα θέμα που θα πρέπει να μας απαντήσει ο κ. (C) Ambassador Speckhard asked Venizelos to comment on what heperceived were the threats to Greece, and how the MOD intended tobalance severe budgetary constraints with the need to face thosethreats through means including procurement. Looking at Turkey, Venizelos confirmed that the Papandreou government is seeking to promote a new climate, although it was "not easy," he said,pointing to the dramatic increase in Turkish overflights of GreekAegean islands over the summer compared to past years. TheAmbassador urged him to be proactive in suggesting confidencebuilding measures to his Turkish counterparts, to allow his generals to talk freely with their interlocutors, and to stop labeling unannounced Turkishmilitary flights in the Athens FIR as "hostile," a small, technical move that could go over well in Ankara. ¶7. (C) Venizelos commented favorably on CBMs in general, but noted the problem was implementation. He supported reinstituting past measures such as the suspension of overflights during the summer, and on religious holidays. In response to the Ambassador's suggestion to stop labeling Turkish flights as hostile, he stated he would only do that in connection with resolution of the "CAOC problem," and asked for U.S. help.
